SECCHI/HI-2 Ahead Level-2 files from SwRI

The HI-2 data require deeper background subtraction than the HI-1 data, and only "L2" are produced -- these are similar to the HI-1 "L2M" data. Batch sizes are longer (14 days) but the staggering time is the same (12 hours).
